Skeptical Science New Research for Week #23 2023

Open access notables

Back in April of 2020 Chi Xu et al. captivated some public attention with their paper Future of the human climate niche,  which explained a reasonable case for its startling conclusion about routine habitability of large parts of our planet now supporting dense populations. Now come the same researchers along with added talent to refine and extend those results, and the news isn't getting better. Quantifying the human cost of global warming paints a grim picture. Here are our stakes in play, as reflected in the abstract:

The costs of climate change are often estimated in monetary terms, but this raises ethical issues. Here we express them in terms of numbers of people left outside the ‘human climate niche’—defined as the historically highly conserved distribution of relative human population density with respect to mean annual temperature. We show that climate change has already put ~9% of people (>600 million) outside this niche. By end-of-century (2080–2100), current policies leading to around 2.7 °C global warming could leave one-third (22–39%) of people outside the niche. Reducing global warming from 2.7 to 1.5 °C results in a ~5-fold decrease in the population exposed to unprecedented heat (mean annual temperature ≥29 °C). The lifetime emissions of ~3.5 global average citizens today (or ~1.2 average US citizens) expose one future person to unprecedented heat by end-of-century. That person comes from a place where emissions today are around half of the global average. 

Each week's New Research includes a hefty collection of reports investigating various potential or actual GHG sources that add a cloud of uncertainty to our overall impact on climate, not least due to ripple effects potentially mobilizing previously stable reservoirs of organic carbon. Here's the net result: Uncertainty in non-CO2 greenhouse gas mitigation contributes to ambiguity in global climate policy feasibility.

Clean Power Annual Market Report 2022, American Clean Power

The clean power industry commissioned over 25.5 GW of new clean power in 2022—a decline of 15% compared to the record-breaking year of 2021. While short of expectations, the industry did capture the majority of the market clean power projects, representing an impressive nearly 80% of all new capacity. 2022 brought the challenges and growth potential facing the clean power industry into stark relief. The clean power industry faced a string of obstacles in 2022. Supply chain constraints, lengthy delays connecting projects to the grid, unclear trade restrictions, longstanding permitting obstacles, and uncertainty over Inflation Reduction Act implementation hindered project development and investment activity.

Developed nations have pledged $100 billion in annual funding to help developing countries reduce emissions and manage the impacts of climate change. They have not yet met the goal. From 2015 to 2020, 35 governments reported a total of more than $182 billion in grants, loans, bonds, equity investments and other contributions. Some countries, such as the United Kingdom, Canada, and the Netherlands, do submit detailed reports. The authors tallied tens of billions of dollars in spending from at least 33 countries that aligned with stated climate goals. That included investments in renewable energy and projects that build resilience to natural disasters. The authors asked 27 nations for details on the funding they reported to the U.N., examined public documents, and spoke to NGOs and others involved in reported projects. They also cross-checked U.N. reports against information recorded by other agencies, such as the Organisation for Economic Co-operation and Development (OECD), a group representing mostly wealthy nations. The review covered about 10% of the total reports to the U.N. It turned up at least $3 billion spent not on solar panels or wind farms but on coal-fired power, airports, crime-fighting or other programs that do little or nothing to ease the effects of climate change. Five climate specialists – including university professors, researchers, and government officials focused on climate finance – agreed that the projects the authors identified have little or no direct connection to climate change.

Is That Climate Change? The Science of Extreme Event Attribution, Jonathan Haskett, Congressional Research Service

Climate change attribution is the study of whether, or to what degree, human influence may have contributed to extreme climate or weather events. Scientists can now estimate whether human activities have influenced extreme weather or climate events and changed how likely they are to occur. This is known as the science of climate change attribution. Several approaches to extreme event attribution have been developed, including a risk-based approach, which seeks to estimate human-influenced changes in the probability of an extreme event, and a storyline approach, which seeks to estimate the relative contribution of specific natural and human causes to an extreme event. The two approaches use many of the same analytic tools. Researchers may study different aspects of the same event, or use differing yet valid analytic methods and find results that seem inconsistent.

Small Modular Reactor and Advanced Reactor Feasibility Study Interim Report, Purdue University and Duke Energy

The authors examined the feasibility of advanced nuclear technology supplying power to Purdue University, with the excess energy exported to the state’s energy grid. Revolutionary in part because of their modular nature, portions of small modular nuclear reactors can be prefabricated off-site, thereby saving time and money in construction. They offer improved safety features and significantly lower costs compared to traditional, large-scale nuclear power plants. Included in the report are some key challenges and opportunities of the potential for advanced nuclear technology to supply Purdue University’s as well as Indiana's long-term power needs.

U.S. National Clean Hydrogen Strategy and Roadmap, Satyapal et al., Department of Energy

The authors present a snapshot of hydrogen production, transport, storage, and use in the United States today, as well as an assessment of the opportunity for hydrogen to contribute to national decarbonization goals across sectors over the next 30 years.

Climate Finance Shadow Report 2023, Zagema et al., Oxfam

In 2009, high-income countries committed in the Copenhagen Accords to mobilize US$100 billion a year by 2020 in climate finance for low- and middle-income countries. The authors found that high-income countries have not only failed to deliver on their commitment but also – as in previous years – generous accounting practices have allowed them to overstate the level of support they have actually provided. Moreover, much of the finance has been provided as loans, which means that it risks increasing the debt burden of the countries it is supposed to help.

Driving to Clean Air: Health Benefits of Zero-Emission Cars and Electricity, American Lung Association

The authors found that a transition to 100 percent zero-emission new passenger vehicle sales by 2035, coupled with non-combustion electricity generation, would yield tremendous public health benefits across the United States. To provide significant reductions in harmful pollution, a growing list of states have adopted or are considering adoption of the “Advanced Clean Cars II” standard that cleans up new combustion engines and establishes a 100 percent sales standard for new passenger vehicles in 2035, with six states already have adopted this policy, and more are in the process of doing so.

Obtaining articles without journal subscriptions

We know it's frustrating that many articles we cite here are not free to read. One-off paid access fees are generally astronomically priced, suitable for such as "On a Heuristic Point of View Concerning the Production and Transformation of Light but not as a gamble on unknowns. With a median world income of US$ 9,373, for most of us US$ 42 is significant money to wager on an article's relevance and importance. 

How is New Research assembled?

Most articles appearing here are found via  RSS feeds from journal publishers, filtered by search terms to produce raw output for assessment of relevance. 

Relevant articles are then queried against the Unpaywall database, to identify open access articles and expose useful metadata for articles appearing in the database. 

The objective of New Research isn't to cast a tinge on scientific results, to color readers' impressions. Hence candidate articles are assessed via two metrics only:

A few journals offer public access to "preprint" versions of articles for which the review process is not yet complete. For some key journals this all the mention we'll see in RSS feeds, so we include such items in New Research. These are flagged as "preprint."

The section "Informed opinion, nudges & major initiatives" includes some items that are not scientific research per se but fall instead into the category of "perspectives," observations of implications of research findings, areas needing attention, etc.
