How does the IPCC know?

With the passage of time our scientific understanding improves. Thanks to the fundamental purpose and scale of the effort, our arc of progress is especially swift and brightly visible in the shape of our (unfortunately) growing collection of IPCC Assessment Reports.  

With better vision comes more clarity, sometimes uncomfortably so.  As it has emerged (with a synthesis section still to be delivered), the IPCC's most recent assessment report AR6 has been notable for casting what popular media has described as notably bleaker picture of our future climate chances, with  language centered more on urgency than in the past. This may seem only a change in mood but the shift in coloration is not based on emotions but rather improved skill and technique. We can see this in an article just published in the EGU journal Climate of The Past:  Technical Note: Past and future warming – direct comparison on multi-century timescales, by Kaufman and McKay. The article abstract conveys the gist in preternaturally calm language, given the conclusions:

In 2013, the Intergovernmental Panel on Climate Change concluded that Northern Hemisphere temperatures had reached levels unprecedented in at least 1400 years. The 2021 report now sees global mean temperatures rising to levels unprecedented in over 100 000 years. This Technical Note briefly explains the reasons behind this major change. Namely, the new assessment reflects additional global warming that occurred between the two reports and improved paleotemperature reconstructions that extend further back in time. In addition to past and recent warming, the conclusion also considers multi-century future warming, which thereby enables a direct comparison with paleotemperature reconstructions on multi-century time scales.

A New Ocean State After Nuclear War. "Anthropogenic climate change" isn't just about GHGs. There are faster and arguably uglier ways to change the planet other than driving SUVs. 

Are We at Risk of Losing the Current Generation of Climate Researchers to Data Science? In this commentary Jain et al. argue that by its nature climate research leads to what might be termed a bottomless pit of computation, distracting and ultimately diverting new research talent. Plausible remedies are suggested.

Renewable Power Generation Costs in 2021In our gov/ngo section, by IRENA. Good news is appreciated: "The period 2010 to 2021 has witnessed a seismic improvement in the competitiveness of renewables. The global weighted average LCOE of newly commissioned utility-scale solar PV projects declined by 88% between 2010 and 2021, whereas onshore wind fell by 68%, CSP by 68%, and offshore wind by 60%." It gets even better.

Greenhouse gases modulate the strength of millennial-scale subtropical rainfall, consistent with future predictions. Paleoclimate research connects with modeling to help assess our skill with climate projections.

Renewable Power Generation Costs in 2021, International Renewable Energy Agency

The global weighted average levelised cost of electricity (LCOE) of new onshore wind projects added in 2021 fell by 15%, year-on-year, to USD 0.033/kWh, whereas new utility-scale solar PV projects fell by 13% year-on-year to USD 0.048/kWh. Offshore wind declined 13% to USD 0.075/kWh. With only one concentrating solar power (CSP) plant commissioned in 2021, the LCOE rose 7% year on year to USD 0.114/kWh. The period 2010 to 2021 has witnessed a seismic improvement in the competitiveness of renewables. The global weighted average LCOE of newly commissioned utility-scale solar PV projects declined by 88% between 2010 and 2021, whereas onshore wind fell by 68%, CSP by 68%, and offshore wind by 60%.

When we talk about climate change, we often use abstract ideas such as ‘the planet is warming,’ ‘global sea levels are rising’ or ‘rainfall is becoming more unpredictable.’ But, how do these changes actually impact the daily lives of ‘ordinary’ families across the world? In the comic, you will travel to five countries and explore the everyday ways that low-income families experience climate change. The stories shine a light on some of the overlooked and ‘mundane’ impacts of climate change for those who are often left to shoulder much of the responsibility to adapt and recover.

Benchmarking Methane and other GHG Emissions Of Oil & Natural Gas Production in the United States, Curry et al., Ceres, Clean Air Task Force and ERM

The report uses publicly available data to develop comparable metrics that highlight the GHG performance of onshore oil and gas producers in the U.S. The report uses data reported to EPA and data calculated from assumptions in EPA’s annual Greenhouse Gas Inventory (GHG Inventory). The report focuses on the onshore oil and natural gas production segments and does not include emissions or production from offshore operations, gathering and boosting facilities, or other midstream or downstream segments of the oil and gas supply chains. The report focuses on 2020 production and emissions data and includes production and emissions trends for 2018 to 2020. Of 303 oil and natural gas producers with reported data, the top 100 oil and gas producers by total energy production were responsible for approximately 74% and 77%, respectively, of total reported methane and GHG emissions in 2020. While most top-100 producers are also among the top 100 emitters, production rank does not correspond to emissions rank. The methane emissions intensity of natural gas production and the GHG emissions intensity of oil and gas production varies dramatically across producers. Natural gas producers in the highest quartile of methane emissions intensity have an average emissions intensity that is nearly 24 times higher than natural gas producers in the lowest quartile of methane emissions intensity. Oil and gas producers in the highest quartile of GHG emissions intensity have an average emissions intensity that is more than 13 times higher than oil and gas producers in the lowest quartile.

Taking Stock 2022. US Greenhouse Gas Emissions Outlook in an Uncertain World., King et al., Rhodium Group

The authors found that the U.S. is on track to reduce emissions by 24% to 35% below 2005 levels by 2030, absent any additional policy action. This falls significantly short of the U.S.’s pledge under the Paris Agreement to reduce emissions by 50-52% below 2005 levels by 2030.

Americans Divided Over Direction of Biden’s Climate Change Policies, Kennedy et al., Pew Research Center

More than a year into Joe Biden’s presidency, the public is divided over the administration’s approach to climate change: 49% of U.S. adults say the Biden administration’s policies on climate change are taking the country in the right direction, while 47% say these climate policies are taking the country in the wrong direction. Ratings of Biden’s approach to climate change – and the federal government’s role in dealing with the issue – are deeply partisan. A majority of Republicans and independents who lean to the GOP (82%) say Biden’s climate policies are taking the country in the wrong direction. Among Democrats and Democratic leaners, most say Biden is moving the country in the right direction on climate policy (79%). But in a sign of Democratic frustration with progress tackling climate change, there’s discontent within the party even among those who say Biden’s policies are taking the country in the right direction. Among Democrats who back the direction of the administration’s climate policies, 61% say the administration could be doing a lot more on climate; far fewer (37%) say they are doing about as much as can be expected. While the public is divided over Biden’s approach to climate change, a majority of Americans continue to see room for more federal action on the issue: 58% say the federal government is doing too little to reduce the effects of global climate change, compared with just 18% who say it is doing too much (22% say it is doing about the right amount). Here again, partisan differences are wide, with Democrats much more likely than Republicans to say the federal government is doing too little to reduce the effects of climate change (82% vs. 28%).

The Future of Copper. Will the looming supply gap short-circuit the energy transition?, S&P Global

The study quantifies the amount of additional copper that will be required for increased electrification and the energy transition specifically, the rapid move to electric vehicles (EVs) and renewable electricity and the need for increased electricity infrastructure. The authors conclude that copper demand will double by 2035 and continue to grow thereafter. On the supply side, the authors find how challenging that will be, whether on the basis of current trends or with an unprecedented acceleration of supply from mining and recycling.

The Sabin Center today released a white paper exploring the legal framework for ocean fertilization research and deployment, both at the international and domestic (U.S.) levels. This is the fourth in a series of four white papers exploring the legal issues associated with various ocean-based CDR strategies, including ocean alkalinity enhancement, artificial upwelling and downwelling, and seaweed cultivation. Together, these white papers provide the most comprehensive analysis yet of legal issues associated with ocean CDR.

Back on the (climate) track. The quest for independence powers Germany’s energy transition, Zimmer and Stegman, Allianz Research

The race to energy sovereignty sparked by Russia’s invasion of Ukraine could push Germany’s green transition well past the finish line. Despite the increased use of coal for electricity generation in the short term, the European Union's Emission Trading System will limit additional emissions, and coal is still on track to be phased out by 2030. In the medium term, Germany’s ambitious new targets should push the renewable energy share of its electricity mix even beyond what would be needed to meet the Paris climate goals by 2035. Achieving the target of a fourfold increase in renewable energy capacity requires a paradigm shift in core areas of the electricity system. Planning and approval procedures for renewable energy, electricity, and hydrogen networks must be consistently simplified and accelerated. In addition, the infrastructure expansion for electricity, gas, and hydrogen networks is in urgent need of coordination, which is unlikely to happen without an integrated system-development plan. The renewable expansion will provide a large economic stimulus: EUR40bn of value added per year until 2035 (1.1% in 2021 GDP) and 440,000 jobs in Germany alone.

Benchmarking Africa's Minigrids Report, Adamopoulou et al., Africa Minigrid Developers Association

The authors' present an in-depth analysis of changes that occurred in the mini-grid industry in 2020 and 2021, including the effects of the COVID-19 pandemic, and uncover emerging opportunities for achieving immediate scale and long-term sustainability. The authors' insights offer a high-level roadmap for all stakeholders, from mini-grid developers to policymakers, on the actions required to grow the industry. For example, mini-grid developers in Africa managed to almost double the number of connections in the middle of a global pandemic. While still small in comparison to the scope of the energy crisis, mini-grid developers now provide some of the most reliable and stable electricity on the continent to more than 500,000 people, healthcare facilities, schools, and businesses. The industry is also seeing revenue steadily increasing the longer assets are deployed.

  • The weekly New Research catch is checked against the Unpaywall database with accessible items being flagged. Especially for just-published articles this mechansim may fail. If you're interested in an article title and it is not listed here as "open access," be sure to check the link anyway. 

How is New Research assembled?

Most articles appearing here are found via  RSS feeds from journal publishers, filtered by search terms to produce raw output for assessment of relevance. 

Relevant articles are then queried against the Unpaywall database, to identify open access articles and expose useful metadata for articles appearing in the database. 

The objective of New Research isn't to cast a tinge on scientific results, to color readers' impressions. Hence candidate articles are assessed via two metrics only:

  • Was an article deemed of sufficient merit by a team of journal editors and peer reviewers? The fact of journal RSS output assigns a "yes" to this automatically. 
  • Is an article relevant to the topic of anthropogenic climate change? Due to filter overlap with other publication topics of inquiry, of a typical week's 550 or so input articles about 1/4 of RSS output makes the cut.

A few journals offer public access to "preprint" versions of articles for which the review process is not yet complete. For some key journals this all the mention we'll see in RSS feeds, so we include such items in New Research. These are flagged as "preprint."

The section "Informed opinion, nudges & major initiatives" includes some items that are not scientific research per se but fall instead into the category of "perspectives," observations of implications of research findings, areas needing attention, etc.

    The audacious PR plot that seeded doubt about climate change

    The opening of the investigative reporting story is:

    "On an early autumn day in 1992, E Bruce Harrison, a man widely acknowledged as the father of environmental PR, stood up in a room full of business leaders and delivered a pitch like no other.

    At stake was a contract worth half a million dollars a year - about £850,000 in today's money. The prospective client, the Global Climate Coalition (GCC) - which represented the oil, coal, auto, utilities, steel, and rail industries - was looking for a communications partner to change the narrative on climate change."

    And a concise summary point in the investigative reporting story is:

    "What the geniuses of the PR firms who work for these big fossil fuel companies know is that truth has nothing to do with who wins the argument. If you say something enough times, people will begin to believe it."

    And people are more likely to believe a misleading/deceptive claims if they have developed a desire to benefit from believing the claim, no matter how harmfully incorrect their desire can be shown to be.

    More telling is that it appears that many 'whistle-blowers' are only now speaking up, decades after the beginning of the disastrous damaging plot they worked on as secretively as possible (and after Harrison died in 2021). Many other people have already broken through the attempts by the nasty deceivers and cheaters to hide what they are doing or find other ways to get away with understandably harmful actions.

    There have already been other evidence-based reports, notable is Merchants of Doubt (the 2010 book by Naomi Oreskes and ‎Erik M. Conway), on the sordid and wicked things done in the grand massively damaging deception schemes that some very wealthy powerful people and a bunch of greedy others undeniably pursued (and continue to try to get away with).
